Cars should not speed there, but in any case, pedestrians should use the trails -- even a driver going the speed limit may not be able to see pedestrians at the side of the road due to curves in the road and to the bright light/ deep shadows caused by the trees.
If you are not able to use the trails, for your safety, you should use the paved road going up the north side of East Rock summit (closed to car traffic) or walk in the lower park.

There you will find a “Complete Streets Manual” and “Project Request Form”. On October 23, 2008, The New Haven Board of Aldermen unanimously passed an order creating a nine member Complete Streets Steering Committee to guide the development of the following elements for the purpose of addressing the status of city streets: policy document, design manual, public process, educational campaign and traffic enforcement.
A focal point is to include feedback and ideas for street improvements from members of the community. You will also find previously submitted project requests from other community members. Please submit a “Project Request Form” for this issue through the link above. As a resident, you are not required to design anything. Instead, use the "Complete Streets Manual" as a showcase of the different types of traffic calming measures that may be used.

CLOSE ENGLISH DRIVE between Orange Street and the entrance to the road up East Rock.
Look, it's an ugly race track through the middle of our park, and a road so dangerous I wouldn't even bike it. What is the need to have this high-speed shortcut for Hamden folks to race to the Interstates? How does that fit in with a nature preserve?
Traffic enforcement isn't going to happen. Far better to Simply close the park to through traffic....
