homeowner on saint davids middle of the block leaves two small dogs outside most of the day that bark at almost everything that moves. disturbing in early-late morning hours and at night.
I feel for you, I had the same problem where I live.Call the township where you live,they will send them a letter telling them what they are doing is wrong and they can be fined for it, don't let these people control your life, if it does not get results,video tape the beast barking and take it to township to prove your problem.I did and finally can sleep past 6 am.The neighbor will hate you for it,give you dirty looks,ect. but at least you will finally have some kind of life back.
There is a nuisance ordinance in Springfield that deals with loud noises as well as barking dogs. It can be reported to the township who will have their code enforcement officer check into it or someone. I have the same problem on my street, but to a lesser degree. Still, when a dog is outside at 11:00 PM, it is not only inconsiderate and annoying but an infraction of the ordinance. You might also consider contacting your commissioner. He/she may be able to help.
I have had the same problem for over 5 years and the township does not fine the individuals for barking nuisance dogs. I keep reporting the dog owners and they keep keep waking me up at 7:00! The people are called and then the dogs continue to bark and my life is non stop calls to the township that don't do any good. Let me know if you have any luck with getting someone to back you up!
Try video recording the barking for as long as you can making sure to note the day and time. Then take it to the police station as evidence. Whenever the police manage to swing by to talk to the owners, it's likely the barking would have stopped. But if you have continuous video coverage of the barking lasting for 30 min (or whatever your noise ordinance specifies), you have the proof.
The township will not fine anyone, even if the neighbor has been reported several times! Why have an ordinance if it is not enforced! Shouldn't our high taxes at least entitle us to a quiet neighborhood?
