Can a sign be added at the corner of Cleveland and Washington (westbound)informing drivers that they must pull up to the line to trigger the signal? Had the pleasure of sitting for 5 minutes today because the lady at the front of the line had a car length of emptiness between her and the line. Watched the other 3 directions get a green more than once.

Right now the sign is a few feet before the line.
Pull up the sign and line it up with the line in the road.
I waited behind a woman that was texting for like 5 minutes.
