By any chance have you reported this through the NES website? I generally get pretty good results when reporting problems through the website. The web address is www.newpower.com. Look for something on the left side of the initial webpage that says "Report Power Outages" or something like that. Under that section, there is an option for reporting street lights that are out.

Please also be aware the NES's West Service Center is still out of service due to the flooding that occurred back in May. That also includes several dozen NES trucks stationed at that service center and which were also damaged during the flooding. Therefore, it may take a little while.
