  The intersections are blocked only when children are in the crosswalks--so cars are required to stop anyway. My understanding is that this is part of the school's traffic management agreement with the City to minimize impact on traffic flow and the neighborhood overall. While it sounds great to say that students should just cross one by one when it's their turn, it would actually be a nightmare for cars trying to move through this intersection at that hour. Collecting the students and then having them all cross at once is much preferable for me as a neighbor (and safer for the kids too).

  Thanks, but I'm not sure we're clear.
  I'm in my car stopped on Montecito. The group of kids cross Bay. They should wait at the corner for me to turn onto Bay, because it's my turn to go. Then they cross Montecito after I'm done turning. The crossing guards stop and block all lanes and intersections while the kids crossed. They can stop and block one lane/intersection, but not all at once. At least that's how I understand California traffic laws.

  In California, drivers must stop as soon as a pedestrian enters the crosswalk or signals intent to cross; there's unfortunately no turn-taking as there would be with cars at a four-way stop. It is true that pedestrians can't unnecessarily stop traffic as they cross, but California state guidelines also instruct school crossing guards to stop traffic in all directions to ensure that no turning vehicle crosses the crosswalk. It's a special case because it involves schoolchildren. I know it can be frustrating to be stuck in this--I've been stuck at this intersection during the drop-off time more than once!--but the school seems to be following both its agreement with the neighborhood and the crossing guard guidelines. The best solution is probably just to go around when possible to avoid this intersection at that hour. (It doesn't seem to be an issue in the evenings.)
