How about putting a 10 cent refund on a used needle. Either the city or needle exchange should fund this, or i'm sure many other taxpayers would offer a few bucks to see it happen. It would be nice to know how many needles are handed out, annually and how many returned. You don't see beer bottles lying around, this could clean up this health hazard and give the city spaces back to the people. any municipal politicians interested?
