This is a north south "arterial" road that provides a north south cut thru between RT100 North High St. and RT 80. It takes through traffic passing to the homes north of RT 80. Traffic has increased over the last 5-10 years due to the development on RT80. It has also been used increasingly as a bypass to drivers cutting from Branford to North Haven and visa versa..The traffic will only increase when the Q-Bridge project starts. Unfortunately, raising the traffic issue here may result in the conclusion that the most prudent thing to do is widen and straighten the road, thus inviting more traffic,. Best I think to keep the nature of the road as is, that keeps the locals who use it content, and don't do anything that will encourage more speed. A traffic light will just back up traffic and block everyone's driveways. Running the light on RT80 is a much larger issue.
Im pretty sure the town is not going to place a traffic signal at the entrance to the apartment complex on Mill St as this is a private driveway. When you see a traffic signal at the entrance to a private driveway such as a shopping plaza it is because the town or state traffic commission made the developer install it when they developed the property. It was apparently decided when that apartment complex was built that it woud not generate enough traffic to warrant a signal. The traffic on Mill St may have increased but the traffic entering and exiting the complex probably hasn't therefore it probably still wouldn't warrant a signal.
Additionally I believe that Mill street because it acts as a connector between state routes 100 and 80 is what they call a "secret route" meaning it is maintained by the state DOT but not signed as a state route.
Not worry about putting a traffic ligt in front of the complex, but a traffic light at the end of Mill St entering route 100. Also we need to stop blocking the view by posting school or sports activities at the end of Mill st entering North High.

The risk of blocking a drivers sight line is one of the reasons that towns have rules regarding signs and their placement. Most people think that the government is just trying to be oppressive but there are reasons they have these rules and this is one of them.
If you contact the town police department and explain that the signs block your line of sight I would think they would send someone out to remove them and talk to the schools about a better placement. If that doesnt work try the engineering department or the zoning department as they would be in charge of setting the regulations on sighnage.
As far as a signal goes. If you talk to the town engineering department you can mention it but I believe it would be state jurisdiction as I mentioned before. In that case contact CONN DOT or the state traffic commission (not sure if they are the same thing). the CONN DOT web sight may even have a link to a form to fill out or a contact number to call.
