Even with signage it allows people to be cut off who are in the outside lane and passing one exit for the next. It may be "clearly marked" but that does not fix this issue of the intersection's poor design.
If you are on the outside lane, you should not be passing an exit - if you do pass the exit on the outside lane, you must yield to the inside lane taking the exit.
The circle is not poorly designed, it is actually pretty well designed and works well. People are unfamiliar with roundabouts. They have proven to be far safer and more efficient, When accidents do occur, they are never head-on or T-bones - they rarely, if ever, hurt anyone.
A straight through would be a disaster here! There is too much traffic from too many directions. Learn to use the roundabout!
