There may be some household garbage but most appears dog common use related. The problem is that when the city emptied the park's cans they apparently skipped this one at Court, which is overflowing as the others would be if they hadn't been emptied. This particular garbage can gets the most use of all, so perhaps there should be two here?
Go look at it. There's a LOT of household trash in there. The other morning I saw a lady come out of her home and throw stuff in this same can, then go right back inside.
I've lived in the neighborhood for 8 years and have seen people carrying full bags across the street from their houses/apartments to the park bins a gazillion times.
Unless we come together and pool our resources to hire a full-time garbage bin guard, or else somehow manage to change human behaviour, it's likely that people will continue to use this bin as described. Perhaps those who discard household waste in this bin might at least cooperate by walking half a block to use an empty bin -- otherwise, this one overflows and trash is blown everywhere.
