Are the kids not *supposed* to be playing in the splash pad??

The splash pad shoots water vertically and the pool area has been referred to as a reflection pond and is still water. Surely it is not for swimming or wading since there is a black bottom with multiples levels and sharp metal squares/grates. The levels are not visible because of black bottom.

I would also like to add that the edge of reflection pond is so short that kids and adults are at risk of tripping and falling into pond, as well as kids reaching for water and falling in.
