Sometimes pedestrians appear there at the last minute and walk into the crosswalk without pushing the button. When the lights are not flashing obviously it is harder to see them in time. Perhaps some people are not aware they need to push the button before crossing.

There is no mandatory requirement to push a button for warning lights before using the crosswalk. It's still a legal crosswalk where pedestrians have right of way regardless of the lights. Pedestrians don't "appear" at the last minute, drivers simply don't care about anything except themselves and speeding to their next destination.
