The Kalamazoo Gazette advertisers have someone tossing plastic bags with weekly store flyers. I don't want them. And because I live on a corner, I get TWO! Take a walk around the Haverhill neighborhood, Milham Rd to Westnedge, and you will find lots of bags, torn open, papers and plastic blowing all over. This is LITTERING. If I tossed garbage out my window, I'd be fined. I cannot get in touch with the Gazette, but residents should have the option NOT to have one of these bags of flyers every Saturday. And many residences don't bother to pick up the papers, therefore, they pile up. Again, there is an ordinance in Portage against littering. The Gazette should only deliver these to people who want them. And people shouldn't have to go outside and clean up their property of garbage.

Everyone that dislikes this litter needs to gather it up and deposit it at the entrance to city hall. The city says they can not enforce ordinances against this garbage, so let city hall look like our neighborhoods.

Until the city issues a statement explaining why the following laws are not enforceable in the city of Portage, the enforcement of the laws is the problem of the city.
Portage Code of Ordinances:
"Sec. 50-7. - Dumping rubbish or garbage.
No person shall throw, dump, spill, place or deposit tin cans, bottles, ashes, gravel, paper, rubbish or garbage, or cause such acts to be done, in any street or public place, on the private property of another without the permission or authority of the owner thereof, or on the shore of or in any lake or stream in the city.
(Code 1983, § 602.05(12))"
MI Compiled Laws:
"324.8902 Littering property or water prohibited; removal of injurious substances dropped on highway as result of accident.
Sec. 8902.
(1) A person shall not knowingly, without the consent of the public authority having supervision of public property or the owner of private property, dump, deposit, place, throw, or leave, or cause or permit the dumping, depositing, placing, throwing, or leaving of, litter on public or private property or water other than property designated and set aside for such purposes."
