  It is the scooter companies' responsibility to ensure that their junk does not block public streets and sidewalks. Until they can solve such issues - which seems improbable - their services should be totally suspended.

  so your request is using city resources to do something that you are saying is the scooter company's responsibility - how does that make sense?

  They forward the claims - scooter companies are using red zones as drop/collection spots. This just happens to be the fire lane in front of an elementary school and is a hazard the bird/lime companies are having their collectors leave them in this spot. This is a city responsibility to resolve.
