Totally true, this intersection's traffic signals need to be redesigned to allow those turning left onto northbound Groesbeck from the Meijer driveway to go while Church Street is stopped from the other way. It's extremely common to wait an entire cycle of the light and never have an opening to go because of yielding the right-of-way to right turners (onto northbound Groesbeck) from Church street.
Personally, as a result of this problem I try to only visit Meijer as a stop on a southbound trip unless it is very off hours.
