This bike rack is maintained by the New Haven Public Library System. A phone call to the branch with your concerns may be an avenue to take, or contact your fellow alderperson in Ward 27.

I've confirmed with the branch manager at Mitchell Library that they have already placed an order for a new rack; hopefully it will be installed soon.
