We are aware of these markings. These were not placed incorrectly - at the time these were painted, there were no parking meters existing on this particular street segment nor plans in place for meters to be installed here, so they were installed correctly, which is 4 ft from the curb. They need to be removed and reinstalled, 8ft from the curb. Thanks for the post.
