Genoa is a bicycle blvd. There are a number of intersections along this span of roadway where Genoa traffic does not have a stop sign, but cross traffic does. I am nearly hit most days when riding there by a driver who stops at the cross-street stop sign, sees me coming, but assumes I'll be stopping too and pulls out right in front of me. Could we get some "Cross traffic does not stop" signs for just below their stop signs? I've seen these at other intersections and think they might at least help some of these drivers. I don't have the specific streets names where this is a problem - it's just all of the ones along Genoa where only cross-traffic stops.

I made this same request for "cross traffic does not stop" signs along Genoa several years ago, but my request was denied by city staff who told me they don't use these signs and instead only sign 4-way stops. I responded with the same points you have brought up, that drivers much more frequently mistake 2-way stops for 4-way as opposed to the other way around, but there was never any resolution offered.
Meanwhile the City of Emeryville responded to my request for similar signs along Doyle Street right away, and thanked me for bringing it to their attention. Since then I've been cut off by drivers on side streets much less frequently while biking on Doyle, but still experience frequent issues on Genoa.
Since then Oakland staff have put together some bike boulevard policy recommendations to apply to Genoa/52nd as a pilot project, including reorienting stop signs toward side streets, adding speed humps, installing a traffic circle at Genoa/52nd, and even adding "cross traffic does not stop" signs. However, I am not aware yet of any plans to fund or implement this project.
