On the way to Brew we followed this heavy set 5'3 mid aged lady with a bad reddish dyed hair wearing a large white hoodie dump a yellow toilet bowl wrapped in a trashbag near the Morris st playground.
WHO DOES THAT? She does... she has been known to dump garbage from her shopping cart always the day right after trash day in Newbold.
We returned the toilet bowl to her front step without conflict. After getting gloves and a cart.
Hispanic rental property with many people living in this home. INS or ICE should come visit them. She lives here with many other folks.

Have you personally asked her to stop? If not, this should happen first. If it then continues (which would not be surprising), then definitely get some city agencies involved.
I live nearby, and I've seen this lady walking around. I think she's an addict and the house you are describing may be full of people with severe drug problems. In addition to the dumping problem, this is something very serious that needs to be addressed right away. Get in touch with the landlord, the health dept, and the police.

She's crazy looking and we don't want any problems with crazy people. She normally has a taller women (normally yacking on the phone) following her. We just wanted good beer. I really don't think she will stop unless she gets deported.
When she had the toilet on her tiny shopping cart she didn't think anyone saw her. The landlord lives far away according to the BRT with an unlisted number.
I think she tried to make it to the playground but ended up just leaving the toilet bowl at the corner. She came from Moore st, and I think (not sure) that house has that beat up White 2000ishToyota Camry thats banged up on the trunk thats held down with bungy cords.
ONLY crazy people dump used 1970's yellow toilet bowls two blocks away using bag lady carts.
