This afternoon, I witnessed Romeo LLC owner William R Jones III putting up improper signage in the alleyway next to the mentioned building that states it's a "private alley" and that "violators will be prosecuted".

Mr. Jones has been told numerous times by local residents and police that the alleyways adjacent to his property is in fact not private and is a public way owned by the City of Richmond.

The signage is both harassing to local dog owners and illegal per Sections 38-111 through 38-116 of the city of Richmond among other Code sections.

Please force the removal of the signs immediately.

There are actually two of these, one at the end of the alleyway and one halfway down affixed with metal screws.

I've been confronted by this guy numerous time before. Very harassing and intimidating.

He also claims he owns parts of land, the grassly lot north of his building, that's owned by the church.

The alleyways on both sides of 305 n. 26th are PUBLIC property and open for anyone to walk their dog there. Mr. Jones nor any neighbor can restrict access to this area. To report the signs, contact CAR since approval would be required to post a permanent sign visible from a public right of way. CAR can issue a notice of violation.

It does seem like something is being overlooked here: While no one should be signing a public alley as private, everyone needs to be cleaning up after their pets, regardless of where they do their business...

I am afraid this is not harrasment. There are city codes about this as well as fines:

Richmond Code §10-86 Animal Waste

You are responsible for removing waste deposited by your pets on public or private property, including your own property. A pooper-scooper or a plastic bag may be used to remove waste. The waste must be placed in a plastic bag and in a container that is rat proof and air tight.

Contact Richmond Animal Care and Control at 646-5573.

Violation of this ordinance is a Class 4 misdemeanor. Class 4 misdemeanors are up to a $250 fine.

I don't think anyone is disagreeing about picking up after their pets, but this gentleman harasses anyone that walks down the PUBLIC alley, esp if they have a dog with them. I have been approached and screamed at by him while waking my dog, with a bag in had ready and more than willing to pick up after my dog. The issue a hand is that this gentleman thinks it is his property when in fact it is city land.

I believe what makes this sign illegal, is that it is indeed NOT private property, but a PUBLIC alley. This has been going on for some time between this man and the nearby residents.

The man acting indignant if you haven’t done anything is wrong. But on the other hand he may have been harassed by people with their dogs and defiant about picking up after them? The sign is basically his take on the city ordinance because it does cover both public (including alley) and private property.

As far as the alley itself goes, is it a dead end one or does it go through from block to block (street to street)? If it goes through then he should not be posting that it is a "private" alley because it is a public easement. If it is a dead end one then his claim may hold more water since there would be no reason for anyone other than residents there but in any event it is still city property and not private.

As someone whose property edges on a public easement, I can fully support this guy's effort. We get both people who don't pick up dog crap and people who stop by to @#$% on our house. Literally. It's sickening.

Why does this person feel the need to post signs like this? Is it because the alleyways have been a haven for criminal activity , i.e.; relatively hidden way to gain illegal access to someone's backyard for nefarious reasons? Maybe this has happened to him in the past and he is trying to keep the actual residents safe, after all, this is not the West End. Some of the characters that use the alley behind my house to "visit their friends" never use the front door. 🤔
