When concerns of this nature are reported on pdxreporter.org they go to OMF-HUCIRP and they're terrible. They're focused on increasing livability for useless street vagrants, but essentially useless for community livability. Eliminating that program would eliminate three costly positions, and enabling behaviors as well.
